Odisha’s development journey is guided by the vision that progress must be inclusive, resilient, and in harmony with nature. The Sustainable Development Goals (SDGs) provide the shared framework for this vision, linking economic growth, social well-being, and environmental stewardship.
The Planning & Convergence Department, Government of Odisha serves as the State’s nodal department for advancing and monitoring SDG progress. Under the leadership of the Development Commissioner-cum-Additional Chief Secretary, the Department brings a statewide perspective to development, enabling convergence across sectors and coordinated action toward the interconnected SDGs.
Odisha recognises that sustainable development cannot happen in silos. Departments, policies, and programmes must work together to improve lives while safeguarding natural resources.To support evidence-based planning, the State has developed the Odisha SDG Indicator Framework, now in its updated version, with 311 State-specific indicators. This framework helps track progress, identify gaps, and guide policy decisions in line with Odisha’s priorities and realities.
The State also brings the SDG lens to the district level through District SDG Frameworks using 183 indicators, supported by a real-time SDG dashboard that strengthens transparency, monitoring, and accountability.
Monitoring progress is only one part of the journey. Odisha regularly publishes and uses SDG progress insights to shape future strategies, highlight achievements, and address development gaps. This continuous review ensures that the SDGs remain closely linked to on-ground realities. To translate goals into action, the Department invests in capacity building through regular Trainings, Workshops for officials & Knowledge-sharing and thematic consultations. These platforms help officials integrate SDG priorities into planning, implementation, and monitoring across sectors and levels of governance.
Odisha places people at the centre of its SDG journey. Public outreach initiatives and interactive IEC kiosks are helping build wider awareness and citizen engagement around sustainable development. The State is also nurturing the next generation of change-makers through the SDGs @ School Campaign, encouraging young citizens to see sustainability as a shared and long-term responsibility.
At the same time, Odisha promotes documentation, knowledge exchange, and national-level workshops and consultations, creating platforms for dialogue, collaboration, and sharing of best practices.
Through strong data systems, institutional convergence, localised frameworks, and continuous capacity building, Odisha is steadily embedding the SDGs into everyday governance. The Planning & Convergence Department continues to bring together government institutions, communities, researchers, civil society, and development partners to build a future where development, dignity, and sustainability go hand in hand.
